Only if the list was editorially selected by an independent publication. Most such features are paid placements, which editors recognise quickly.

Can my hospital's PR team write the page instead?

They can try, but it is a conflict-of-interest edit reviewed accordingly. The sourcing problem is the same whoever writes it.
